Who can be an applicant ?

Any entity, public or private, commercial or non-commercial and non-governmental organisations, established as a legal person in the respective Beneficiary State as well as inter-governmental organisations operating in the Beneficiary State are considered eligible applicants of projects.


Are considered eligible Project partner any public or private entity, commercial or non-commercial, as well as non-governmental organisations, all of whose primary locations are either in the Donor States, Beneficiary States or a country outside the European Economic Area that has a common border with the respective Beneficiary State, or any inter-governmental organisation, actively involved in, and effectively contributing to, the implementation of a project. It shares with the Project Promoter a common economic or social goal which is to be realised through the implementation of that project.

 

In case of partnership:

 

  • You must be set the project leader (who will be the responsible before the Project Operator Program, in this case the (Applicant/Project Promoter)

 

  • It should be entered into a partnership agreement between the participating entities;

 

  • The projects that have Donor Project Partners are privileged (as defined in the selection criteria -Strengthen Bilateral Relations)

Who is the Project Promoter ?

In accordance with the Article 1.5.1 (x) of the EEA 2009-2014 Regulation the Project Promoter is a public or private entity, commercial or non-commercial, as well as non-governmental organisations, having the responsibility for initiating, preparing and implementing a project.

Who are the Project Partners ?

In accordance with the Article 1.5.1 (w) of the EEA 2009-2014 Regulation a “Project partner” is a public or private entity, commercial or non-commercial, as well as non-governmental organisations, all of whose primary locations are either in the Donor States, Beneficiary States or a country outside the European Economic Area that has a common border with the respective Beneficiary State, or any inter-governmental organisation, actively involved in, and effectively contributing to, the implementation of a project. It shares with the Project Promoter a common economic or social goal which is to be realised through the implementation of that project.

What is a “Donor Partnership Project”  ?

Is a project implemented in close cooperation with a project partner whose primary location is in one of the Donor States.

How to develop a Project’s Descriptive Document ?

 A Project’s Descriptive Document is an annex to the Application Form. It aims a more detailed description than the summary requested for filling in the form (see instructions for filling the form). It should include the following topics:

 

  • Why is the project needed (describe current problems/challenges. Include reference to wider public plans or priorities, where relevant)

 

  • What is the objective of the project?

 

  • What is the project expected to achieve (describe project outcome)

 

  • How will the project address these challenges? (the project outputs)

 

  • Who is expected to benefit? (the target groups)

 

  • What will the partnership achieve (when applicable)?

 

 

Also on Project’s Descriptive Document it should be described in more detail information on the Partnership (when applicable), including:

 

  • What is the donor/project partner's technical/professional contribution to the project?

 

  • What will the partnership achieve towards the project outcome and outputs?

 

  • What will the partnership achieve towards strengthened bilateral relations?

 

  • Are wider effects of the partnership expected? (such as enhancing international cooperation between central decision makers, wider cooperation in the sector, dissemination of knowledge and experience and other).

How to Prepare a Partnership Agreement ?

The Partnership Agreement shall be prepared in accordance with paragraph 2 of Article 6.8 of the EEA 2009-2014 Regulation. To this end it is provided a template and a respective draft of the detailed budget (Annex to the Partnership Agreement).

Is the VAT eligible?

Yes, provided it is not recoverable. According to subparagraph e) of paragraph 2 of Article 7.6 (excluded costs) of the Regulation of EEA Grants 2009-2014 recoverable VAT is not eligible.

How to submit the documents supporting the costs associated with the components / activities of the project?

It is intended that documents that validate the estimated costs associated to the investment components are provided. (eg measurements and project execution, estimated budget, base value of the procedure, among other budget)

If you can not submit documents that validate the estimated costs presented a document which justifies how the estimate was calculated for all costs presented in the project. Should be submitted a budget with unit costs per expenditure item. To this end it is provided a template of the detailed budget.

Call 4 - Considering that the scope of the PT02 program is the integrated management of marine and coastal waters, and that the scope of call 4 is the remote oceanic areas, are projects applicable to coastal areas and not applicable to remote oceanic areas, considered adequate?

No.

Call 4 - Which shall be more valued in a project? A stronger focus on technological innovation or the resolution of a concrete problem with impact?

The resolution of a concrete problem with impact shall be more valued.

Call 4 - All project types entail a set of requirements that the platforms or services should fulfill. Are these all mandatory, or the project may not fulfill some of them?

The project shall fulfill as much requirements as possible.

Call 4 - For type II projects, considering that one of the requirements is the capability to operate for long periods of time, is it adequate a proposal based on AUV platforms capable of operating for 12 hours?

Yes. This evaluation criteria is relative.

Call 4 – For projects Type I, what is meant when is referring “implement the capability of collecting and disseminating, through the national maritime common information sharing environment (NIPIM@R), the data of the marine environment…”?

It means that the promotor is to develop the services it deems appropriate and necessary, it is not mandatory to comply with any specific standard, and make available the relevant technical information to DGPM for this entity to carry out the technological work required for the consumption of this data by the national node. This activity (from DGPM) should not be contemplated in the project, and may even come to be held after the project, upon parties mutual agreement on the inherent details.


In short, the project must not entail dependencies towards DGPM, because otherwise it should be a partner in the project and this cannot happen.

Call 4 – For projects Type I, is specified as indicator “Target: 3 pilot networks. Should it be interpret as an indicator per project?

Yes. They should be built, in the projects Type I, at least three fixed marine observatories in network.

Call 4 – For projects Type I, which is the setting for fixed marine observatory?

Anchored platform, designed to monitor the marine environment.

Call 4 – For projects Type I, what is the definition of pilot networks?

Minimum of a fixed marine observatory network with other similar platforms
